Human Rights And Human Lives

Philippines - I heard from Philippine president Rodrigo Roa Duterte that he seems to differentiate "Human Rights" and "Human Lives".

Here his statement : " Your concern is human rights, mine is human lives."

But as for me,there is no difference between "Human Rights" and "Human Lives", because :

(1) What is the concern of "Human Rights"? = "Human Lives"

(2) What is the concern of "Human Lives"? = "Human Rights"

(1) What does "Human Rights" promotes and supports? = of course, "Human Lives" and not of course, "Animal Lives"; if "Animal Lives", it is " Animal Rights".

(2) What does "Human Lives" promotes and supports? = of course, " Human Rights" and not of course, "Animal Rights"; if "Animal Rights",it is "Animal Lives".

So what is the difference? = NONE

So what does Philippine president Rodrigo Roa Duterte mean?

Because if you "Value" "Human Rights", you already "Value" "Human Lives" ; and

if you "Value" "Human Lives", you already "Value" "Human Rights".

If he intend to save the lives of people or " Humans", that is also the concern of "Human Rights" - Valuing "Human Lives"

(1) Ano ba ang itinataguyod ng "Human Rights"? = e di "Human Lives" ! , ala naman "Animal Lives" ; kapag "Animal Lives" "Animal Rights" iyon.

Kung ang intensiyon niya ay magligtas ng mga Tao o " Humans", ganoon rin naman ang "Pinapahalagaan" ng "Human Rights" - " Mga Buhay Ng Mga Tao"

Kasi kung "Pinapahalagaan" mo ang " Human Rights", "Pinapahalagaan" mo narin o "Pinapahalagaan" mo ang "Human Lives"; at

Kung "Pinapahalagan" mo ang "Human Lives", "Pinapahalagaan" mo narin o "Pinapahalagaan" mo ang "Human Rights".
